Tribhuvan University Increases Budget by 9.77 Percent for Coming Fiscal Year

Tribhuvan University has officially approved its budget for the upcoming fiscal year 2083/84, showing an increase of 9.77 percent compared to the previous year.

Budget Overview

During the 67th university assembly held on Thursday, it was announced that the total budget for the year 2083/84 is set at Rs. 30 arba 87 crore 11 lakh 8 thousand. Out of this total, the university expects to generate Rs. 15 arba 24 crore 27 lakh 5 thousand from its internal sources, while the remaining Rs. 15 arba 62 crore 84 lakh 3 thousand is expected from the Government of Nepal.

However, the university faces a budget gap. The government has only allocated a grant of Rs. 7 arba 31 crore 6 lakh 56 thousand for the current fiscal year, which is Rs. 4 arba 80 crore less than the previous year. Due to new salary increases and additional allowances, the university stated it is short of Rs. 8 arba 31 crore 77 lakh 47 thousand. They warned that without this extra money, it will be very hard to manage essential expenses.

Allocation of Funds

The university plans to use 86.14 percent of the budget for operational expenses, while 13.86 percent is kept for capital expenditure. Specific projects like training, seminars, and workshops have been given Rs. 21 crore 77 lakh 89 thousand. For research and development, the budget is Rs. 43 crore 75 lakh 52 thousand, which is 1.41 percent of the total budget. Additionally, Rs. 8 crore has been set aside for information technology and administrative management.

Salary and Expense Rules

Starting from 1 Shrawan 2083, new salary scales and a grade amount equal to one day of salary will be implemented as per government decisions. A 10 percent monthly incentive allowance will also be provided to staff based on the new salary scale. For teachers and staff on contract, the university will continue to provide existing deariness allowance and festival expenses from internal sources.

To control unnecessary spending, the university decided that any department needing to spend from internal sources beyond their limit must take approval from the central office first. The assembly also approved the expenses made from grants received under 16 different programs during the fiscal year 2082/83.
