The CIAA has imposed a penalty of Rs 38,50,310 against Singh. According to the charges, Singh allegedly formed various consumer committees and siphoned funds from their accounts through his personal secretary, Vinod Kumar Lal Kayastha, depositing the money into his and his wife’s joint account. Some funds were also deposited into Kayastha’s account. The commission claims these transactions constitute bribery and corrupt activities.

The charge sheet further alleges that Singh misused funds from the “Provincial Assembly Member Constituency Development Program (Provincial Parliamentary Development Fund)” during fiscal year 2078/079, carrying out irregularities in several government projects under the Madhesh Provincial Government.
