Under the draft, all e-commerce platforms must secure users’ personal information through encrypted systems. In the event of unauthorized access, data leaks, or serious system failures, platforms must immediately halt operations and inform the department. Business can resume only after the issue has been resolved.

The guidelines also state that once goods or services are delivered, firms cannot charge any fees beyond the product price and pre-determined shipping or transfer costs, ensuring consumers are not burdened with unnecessary charges.

For digital payment systems, all e-commerce firms must use only Nepal Rastra Bank–approved digital payment gateways. Even for cash transactions, platforms must issue electronic receipts. In case of failed digital payments, firms are required to provide refunds or returns within seven days.

Additionally, the draft prohibits e-commerce platforms from publishing misleading or exaggerated information in advertisements and promotions, ensuring consumer protection and fair marketing practices.
