Laws Selected for Scrapping

According to this proposal, the government will repeal the Provincial Development Plans Implementation Act 2013, Nepalese Currency Circulation Increase Act 2014, and Income Stamp Duty Act 2019. It will also scrap Revenue Leakage (Investigation and Control) Act 2052 and Financial Mediation Institutions Act 2055. Along with these five acts, the Revenue Leakage (Investigation and Control) Regulation 2079 will also be cancelled.

New Shift in Investigation Responsibilities

Once this new law comes into action, all the cases that are currently registered and being investigated by Revenue Investigation Department will move to other departments. Even the cases where investigation is complete but court files are not submitted yet will be transferred to relevant offices.

Issues related to income tax, excise duty, value added tax (VAT), and non-tax will go to Inland Revenue Department. Similarly, cases about smuggling or illegal import and export will move to Customs Department.

For foreign exchange crimes, the cases will be sent to the investigating officer chosen under Section 11A of Foreign Exchange Regulation Act 2019. All old records of the department will also be managed and transferred to these related departments as per the decision of Finance Ministry.
